ICRC releases a report on digital threats during armed conflict

The cybersecurity of civilians during armed conflicts comes down to the actions of the state, technology companies, and humanitarian organizations. In October 2023, the ICRC released a report with recommendations on how to prevent or mitigate digital threats to civilian populations.

For instance:

  • Belligerents must retain the civilians’ access to the Internet and mitigate harm to the population when conducting information operations.
  • States should strengthen the cybersecurity of public infrastructure and humanitarian organizations.
  • Tech companies should identify the sources of misinformation and align with international humanitarian law when moderating content on digital platforms.
  • Humanitarian organizations should protect the sensitive data they collect and process as well as build resilience of their IT systems against digital threats.

The document has been prepared by the ICRC Global Advisory Board consisting of top managers and specialists from various companies around the world, including BI.ZONE.
